You may wonder with all that death what exactly makes genocide and would this massacre count? To answer, Yes it is. There are 8 stages of genocide the first one is classification which the Tutsis were believed to be better rulers and more superior because they were white.The second one is symbolization in which the Tutsis where forced to hold identification cards to document ethnicity and were later when the genocide began used to identify the Tutsis to be killed. The third would be dehumanization which in the Tutsis case was when the Hutus called out during the genocide that Tutsis were "cockroaches" and "devils". The fourth would be organization, where the Tutsis who were refugees organized a patriotic front known as RPF Rwandan Patriotic Front and fought back eventually defeating the Hutus. The fifth is polarization which separated the Hutus from the Tutsis when the Tutsis took over the government and the Hutus fought back which polarized the society. The sixth is preparation in which the Hutus planned on taking over the government and killing the Tutsis before it all happened. The seventh is extermination in which the Tutsis who fled and took refuge in churches and other places were brutally cornered then killed. And the eighth is denial in which after the RPF defeated the Hutus they fled in fear of reprisal and death as well and the country moves on trending and trying to forget it happened..
